Description
GENERAL SUMMARY: The position is on
the staff of an international not-for-profit government consulting company. The
Human Capital Management Analyst will be a member of a team providing advice to
various ministries of a North African government. The Human Capital Management
Analyst will focus on developing and recommending solutions to complex
functional problems related to human capital management. The primary duty
station would be in-country. PRINCIPAL DUTIES AND RESPONSIBILITIES: (Essential
Job Functions) Lead teams to develop and recommend solutions to complex
functional problems related to human capital management with an emphasis on
human capital strategic planning, workforce management, HRM business process
improvement, HR operations and change management. Specific initiatives include:
• Human capital strategic and workforce planning, • Competency development, •
Personnel policy planning and manpower assessments, • Business process
improvement and transition, • Workforce development, • Performance management,
• Knowledge management, • Change and risk management

Requirements
KNOWLEDGE, SKILLS AND ABILITIES: •
Bachelor’s degree in human resources, administration, operations research or
closely related field highly desirable • 5 or more total years of experience,
working on human capital planning, business process improvement, human resource
management, and related projects • 5 or more years of experience in related
work in either Defense or Federal civil sector highly desirable • 2 or more
years of management consulting experience highly desirable • Strong problem
solving and analytical skills • Project management experience • Excellent
communication skills, both oral and written • Advanced Microsoft office skills
